Post Civilians
It seems clear that the ltte will use the lives of the civilians right to the end. Meaning, by the time the SLA finishes the ltte in the no fire zone there will be several thousand civilian dead as well.

While not wanting to second guess the military planners who I feel have done a fabulous job, it may not be a bad idea to look into whether it is possible to get the civilian population out thro' a third party. The govt could offer a temporary truce period for civilian evacuation, provided the ltte agrees to let the civilians go.

Can't see the ltte agreeing. But, this way the govt will be covered to some extent when the dust settles and the scale of civilian casualties becomes clear.
