    COLOMBO: Conditions in Sri Lanka's overcrowded war zone have rapidly deteriorated as stranded families packed fields filled with human waste, water supplies dwindled and a makeshift hospital ran out of essential medicines, the top health official in the region said Wednesday.

Another thing to worry about.

How did GOSL manage to handle Eastern Province ?
Can that process be replicated in north ?

I don't think there were that many refugees from Eastern province as the LTTE kept doing "strategical withdrawals" but did not really drag the civilians along with them.  Also the fact that large number of eastern Tamils supporting Karuna group would have helped to ease the situation where as in the North, among the civilians, govt suspects to be large number of LTTE caders who have come as wounded civilians. This make the transition a difficult task.
