    Feb. 18 (Bloomberg) -- Sri Lanka’s government sent food and medicines by sea to civilians sheltering on the northeastern coast to escape fighting between the army and the rebel Liberation Tigers of Tamil Eelam.

It is strange to read that 250,000 civilians are kept as hostages by LTTE. The Mullaitivu population was 77,189 in the year 1981, and in year 2001 estimated to 121,667. http://www.statistics.gov.lk/PopHouSat/PDF/Population/p9p1%20Growth.pdf
It is a well known factor that many have found refugee status in India, and in many EU countries where they look for cheap labor from illegal immigrants.
Can anyone who read this please show how this figure was arrived at?

I don't have any more statistics than you have.
However there are a few possibilities
1) Some body has made a mistake in the estimate, possibly a deliberate mistake
2) It is also well known that LTTE ran away from Killinochchi and other areas with tens of thosusand of civilians to their current location
So from your statistics reference table it looks like the figure is the population of Kilinochchi plus that of Mulativu plus several thousan LTTE cadres
