    NEW DELHI: Janata Party president Subramanian Swamy on Tuesday said a federal type of constitution was the only way out of the present crisis in Sri Lanka. He asked the Indian Government to play an active role in resolving the problem, provided Colombo showed commitment about giving a federal character to its constitution.

"The island nation's unitary constitution needs to be given a federal character. We need devolution of powers to end this long-standing crisis that has claimed several innocent lives," said Dr. Swamy at the launch of his new book, Sri Lanka in crisis: India's options.

Dr. Swamy is an ardent campaigner for peace in Sri Lanka. All peace loving Sri Lankans are grateful for his bold feat.  True voice should be raised against these barbarian terrorists unless wiped off will link up with other terrorists groups like Al-Quida what LTTE had done already and make this world a mayhem.

But last of all, does Sri Lanka having a Tamil problem or is it a fake cause for barbarians terrorists to earn their living by killing.

Whether it's Federal or any other method, first get the sun-goat to giveup arms. Wonder he can do that since this is a business deal with arms dealers which in return him and his elite terrorists families are nurished in developed countries.

As far as killing feilds are present there wont be any negotiations. Suiside bombs, claymore attacks, hacking to death etc.. should be given up. Yes, basically terroris cannot hold civilian death toll as the ransom with the SLG to gain grounds.

Followings are the solutions for NE problems
1.Govt should offer a federal solution just like India to NE.
2. Permanent Merger of NE
3.Fully disarmament of LTTE & hand over all weapons to SL Govt.
4.fully withdrawal of SLA from NE & hand over the security to SL police.
5.Hold a election for NE to allow political solution
6.Retirement of VP & allow him to settle in Norway permanently.
7.Allow the NE chief minister to manage the econamy & security with SL police.
8.Allow new NE chief minister to get direct foriegn AIDS for 10 years to build up the NE with foriegn & local funds.
9.Allow free movement & settlements in NE for all ethnic group as that occur in south.
10.Give all LTTE carders jobs in foriegn countries to get them finacialy stable to become SL citizens with the help of EU,Korea ,Malaysia & Japan.
11.Establish full democracy ,Media freedom & human rights in NE.
12.Allow all political parties to work in NE without any intimidation.

Federal systems in other counties have their own problems when it comes to vital resource allocations. SL a country depends on agriculture, main problem for will be distribution of water due to its uniques geographical structure. Politicians will talk as usual for their own gain.
Average citizens may have to fight many wars in future to have access to resources. Until the voters get all facts how the federal structure will be set up it is unwise to walk on this path as it costly to up keep another layer of government.

Please don't go back to squre one again , I am sure you dont need to discuss any thing with sungod to deleiver a tangiable  solution to this ethnic problem , There are other Tamil elements (moderates) you can have decent discussion , also I am sure every single person in SL knows what is Tamil's problem. Please do not make any excuse to put forward a ferderal base solution on the table .  Once solution is deleverd in proper manner  LTTE will disaper in thin air .   if any terrorist problem exist even after the solution,   Tamil regiment in the SLA will deal with the problem.

IMPLIMENT, not "offer","promise","consider"etc. all or at least most of the above suggestions. The police should be NE-Police not SL-Police, though. And the people of NE will take care of #3 themselves, but not hand over the weapons to SL Govt, not after what the GOSL have put them through for the past 25 years. The arm should be sold, the people of the NE will need the money.

and I want to add suggestion #13.
13. SL forces must disarm also, to pre 1972 levels. We won't need them to be armed at present levels. Just keep enough arms and training to deal with the likes of the JVP.

#14: all of those who caused to current economic and political situation in SL, need to be relocated in some isolated islands

Eeky, the idea sounds inconsistent -

1. how do you make sure that l.t.t.e hands over wpns and how do you make sure they sell
   all their ill-gotten wpns ?  

   But I'm glad you said they should hand over/sell their wpns for the benefit of NE people.

   To build bridges, it may be better if  l.t.t.e hands over the wpns to SL govt.

2. It is impractical, illogical to ask a nation to disarm itself to levels 35 years ago.

    Why would any nation compromise on security ? what is this magic number of 35 yrs ?
    Have all the countries in neighbourhood or any part of the world disarmed themselves ?

have you heard what is the deal Nepal made with maoist?
maoist locked their weapon in a storage place and keep the keys of storage but UN monitor the storage facility. Nepali government will lock the same amount of weapons in a storage similar way. Information of storage location only known to respective parties and UN monitors.

Dear Ray, the Nepal story is so different from SL, totally different.

The Nepali maoists are smalltime
fighters ( no independent navy, army etc ) compared to the l.t.t.e who are among the deadliest of terrror outfits in the world.

Besides, Nepal woke up from aristocratic governance to some form of people's govt ( democracy ), and by and large peacefully, and the process was made possible because people (including maoists ) wanted it. there was never a situation where nepal the country would be divided.

In SL case, the l.t.t.e obviously doesn't want any of this.  So the benign idea of them giving wpns to a storage place monitored by the UN is like creating a chalk-marked boundary on the ground and having a wolf to live in this boundary on carrot diet.

true. i took this as an example for how much nepal went down (sacrificed its sovereignty) to make that peace deal even the power of maoist is just a fraction of ltte's power. Now, if you use some scale/measures, how much sl government need to go down to make any agreements/deals?

Absolutely.. I do see your point.
Compromises, all parties involved need to make ( not just the GOSL ).
It's a very tall order to remove the fears of all involved before that stage can be reached.
